Rule as per Schedule I: If channel subscribers are less than 20% of the distributor's average active subscriber base in the target market for the month, the carriage fee is calculated as the agreed rate per subscriber per month multiplied by the total average active subscriber base. If channel subscribers are 20% or more, the carriage fee is nil.
Note: The average active subscriber base and monthly subscription for a channel are calculated as specified in Schedule VII of the regulation.
